WINNEMUCCA — The independent consultant hired to review the operating permit for the proposed Jungo Road landfill has submitted a report on his conclusions.  The independent consultant was G. Fred Lee & Associates; the operating permit for the construction of a class 1 landfill was submitted to the Nevada Division of Environmental Protection by Jungo Land & Investments.

The Humboldt County Commission voted unanimously on Wednesday (Dec. 14) to forward the review to NDEP along with a letter from the commissioners (presented below).  All public comments must be submitted today, Friday (Dec. 16) before 5 p.m.

Commissioner Jim French noted it was important the review come from an independent third party since the information presented to date has come from one side or the other.

Lee has more than 30 years of environmental experience in connection to landfills. Lee noted several areas of deficiency in the operating permit application.

The review may be read in its entirety here:  Lee Report

Letter to NDEP from Humboldt County Commission:

To: Jon Taylor, NDEP

From: Humboldt County Commission

County Commission of Humboldt County are not experts in the field of environmental protection or  groundwater protection.  In addition,  Humboldt County does not employ any individuals qualified as an expert in such matters.

Therefore the commission retained the services of an independent consultant to perform a technical review of the application and the draft permit which NDEP is proposing to approve to Nevada Land & Resource, Inc. for the construction  and operation of a class 1 landfill in Desert Valley, HC

The purpose of this technical review was to evaluate the health, safety, and welfare issues raised by the application, the draft permit, and the citizens.

Humboldt County retained G Fred Lee & Associates to prepare this technical review of the application and draft permit.  Enclosed is the report of G Fred Lee and Associates dated 9 December 2011 and entitled “Review and Potential Public Health and Groundwater Quality Impacts of the Proposed Jungo Landfill.”

Humboldt County respectfully requests NDEP considers and addresses the technical issues raised in this report.

Garley Amos, Chairman

Humboldt County Commission
